شناسایی موانع پذیرش دانشجویان بین‌المللی در دانشگاه‌های دولتی ایران

مقدمه: آموزش عالی به­ عنوان نیروی محرکه توسعه پایدار و حرکت به­سوی جامعه معرفتی، دارای نقش راهبردی است. شناسایی موانع پذیرش دانشجویان بین‌المللی از جمله مسائل مهم در زمینه حوزه ارتقاء آموزش عالی می­باشد. برهمین اساس هدف این پژوهش شناسایی موانع و چالش­های پذیرش دانشجویان بین‌المللی در دانشگاه‌های دولتی ایران است.
روش­ ها: این پژوهش از لحاظ هدف کاربردی و به­روش کیفی انجام شده است. مشارکت­کنندگان این پژوهش را کلیه صاحب­ نظران حوزه آموزش عالی در دانشگاه‌های جامع و تخصصی سطح یک وزارت علوم که حوزه فعالیت علمی و اجرایی آن‌ها بین ­المللی­ سازی آموزش عالی بود، تشکیل می­دادند. نمونه­ گیریبه­روش هدفمند و تا رسیدن به سطح اشباع نظری ادامه یافت که درنهایت تعداد 11 نفر در پژوهش شرکت کردند. به­ منظور گردآوری داده‌ها از روش مصاحبه نیمه ساختاریافته و از روش تحلیل مضمون 6 مرحله­ای براون و کلارک (2006) جهت تجزیه و تحلیل آن استفاده شد.
یافته­ ها: نتایج نشان داد که موانع پذیرش دانشجویان بین‌المللی در دانشگاه‌های دولتی ایران  32 مضمون پایه، 6 مضمون سازمان ­دهنده و 3 مضمون فراگیر استخراج شده است؛ که ضعف‌های سیاسی، فرهنگی و اجتماعی حاکم بر دانشگاه‌ها، ضعف مرجعیت آموزشی، پژوهشی و فناوری دانشگاه ­ها و پژوهشگاه ­ها در سطوح منطقه­ای و بین­المللی و عدم اختیار دانشگاه ­ها و اساتید در جذب دانشجویان و تعامل با اساتید خارجی به ­عنوان موانع اصلی پذیرش دانشجویان خارجی در دانشگاه‌های دولتی ایران شناسایی شدند.
نتیجه­ گیری: باتوجه به شناسایی عوامل فرهنگی، سیاسی، اجتماعی، ضعف مدیریتی و پژوهشی و آموزشی به عنوان موانع پذیرش دانشجویان بین المللی، به­ نظر می ­رسد مناسب­ ترین راهکار جهت مقابله با موانع موجود، سیاست­ گذاری مناسب و تهیه یک برنامه استراتژی قوی و نیز به­ دنبال آن برنامه­ریزی عملیاتی قوی وتقویت ساختارهای آموزشی و اداری می ­باشد.
